The Montgomery Project will be built on a 94.8 acre parcel of land located at 350 Neelytown Road, (County Road 99) Montgomery in Orange County, New York. The project will be located on the existing TRF site. The site for the Montgomery Project was selected for a number of strategic reasons and is regarded as one of the best sites in the country for implementation of the Taylor Energy Solution.

 
   

♦   Site Control – TBE through its affiliate Taylor Holding Group, LTD (THG) has established site control through THG’s ownership of the site. Much of the ground work for the project has already been laid, through permit application, construction design and public support.

♦   Existing Infrastructure and Facility – The project will use pre-existing infrastructure, reducing costs, potential environmental impacts, and permitting requirements.

♦   Proximity to Transfer Stations – The site is within easy access of all three county transfer stations, facilitating the feasibility of solid waste agreements and ensuring an adequate feedstock supply.

♦   Proximity to Existing Transmission System – A 69kV transmission/13.2 distribution line and easement and 69kV electric substation occupies a small corner at the southern most part of the Montgomery Project, requiring only a modest interconnection.

♦   Minimal Environmental Impacts – The site poses no conflicts with dedicated land use areas, land planning programs, no adverse impacts of land use to the environment,recreation, or special purposes.

♦   Strong Local Support – The Montgomery Project builds on public support garnered through years of education and awareness efforts to explain the new technology to residents and elected officials.

♦   Minimal Construction Impacts – The rural nature of the site will not create significant issues for noise, emissions, and other factors.

♦   Access to a Skilled Workforce – The availability of skilled construction craft working in the area through unions such as the Laborers’ International Union Local 17 will insure quality workmanship and the ability to hire full and competent crews as needed.

♦   Proximity to Power Demand – The site is well situated to serve the growing electric demands of within Zone G of the New York ISO as outlined in the most recent ISO State of the Market report.

♦   Ideal Location for Constrained MSW Market – States such as New York and Connecticut have made it virtually impossible to add to landfill capacity. They have become net exporters of waste. The Taylor Energy Solution provides local waste management options, reclaiming economic benefits and generating jobs, and taxes.

♦   Robust and Stable Tipping Fee Environment – The constrained landfill situation in the Northeast also supports the strong and consistently higher per ton disposal rates in the spot market as compared to waste prices in other parts of the country.

♦   State and Federal Government Support – state agencies including NYS Empire Development Corporation and NYSERDA thru past grants, as well as State and Federal elected representatives, support and endorse the Montgomery Project.


   
 

The Montgomery Project will be divided into four phases. The program schedule for the project is considerably compressed when compared with similar projects, due to the design and permitting activities that have already been undertaken. The specific program phases are permitting, Class ‘A’ Design Activities, Construction, Commissioning and start up. A discussion of the phases and component tasks to be undertaken is discussed below. The project schedule is currently being driving by the permitting and financing timing. The work to receive the necessary permits is underway and expected to be completed by April, 2010. Once permitting is complete, the EPC (Engineer, Procure & Construct) contractor estimates a time to complete the construction and installation, and commissioning and start up of 18 months. Taylor has directed the EPC contractor that local union work force will be used for the construction of the facility.
